Our Mission
Mission Statement
RACSB is dedicated to education, recovery, treatment, and wellness of Planning District 16 residents affected by mental health and substance use disorders and developmental disabilities.
What does that mean?
We are HopeStarters. If you live in the City of Fredericksburg or in one of the counties of Caroline, King George, Spotsylvania or Stafford, we’re here to help you. Our goal is to serve the community by providing desperately needed services for people with behavioral health concerns. And when possible, we’re committed to preventing behavioral health issues before they arise.
We meet these goals by providing a wide array of services. Are you worried that your baby or toddler isn’t meeting developmental milestones? Try our early intervention program. Want to learn how to keep your children from trying drugs or alcohol? Check out our prevention services. Do you or a loved one need counseling? We have licensed therapists. Are you taking psychotropic medications? Our psychiatrists offer medication management. Are you struggling with an addiction? We have a variety of specialized substance abuse services. Do you have a loved one who is addicted to opioids? Try our Office-Based Opioid Treatment and take one of our REVIVE! classes to learn how to reverse an overdose. And while we hope you never need them, we also have emergency services available for crises that happen day or night.

Director’s Message
Three harmonicas on top of my desk remind me daily of why I work at RACSB. I started as a direct support professional at Wolfe Street Group Home, and one of the guys who lived there collected harmonicas. He loved the small musical instruments but often lost them. They disappeared, and we had no idea where they went. By 2016, I had taken leadership roles and no longer worked at Wolfe Street, but it remained close to my heart. We renovated the home to become an intermediate care facility, and when we took down the chain-link fence, we discovered harmonicas stuffed in most of the poles of the fence. A nearly two-decade mystery was solved!
I keep three of those harmonicas as a visual reminder of the individuals served by our agency.
I started at RACSB in 1998, while working my way through what was then Mary Washington College. But I quickly discovered much more than a temporary career stepping stone. When you provide direct care to individuals, helping them with showering, dressing, eating and more, you form bonds. You develop relationships. I celebrated their accomplishments and respected the way they persevered through challenges.
As I moved up in the agency, I lost a lot of that hands-on experience, but I still see my work as stream that flows to the care of the individuals we serve. I still get to be a part of their lives by working to create and administer policies that affect them. And I have the privilege of supporting the HopeStarters who do provide direct care to tens of thousands of individuals each year.
Those individuals, their families, and our community drive our work here at RACSB. We are committed to improving lives by providing excellent service and working collaboratively with our fellow service agencies and community partners.
