RE:                  Updated Fees — Home and Community Base Community Services

(HCBCS Rate Changes) (07/01/2021 to 06/30/2022)

Effective October 8, 2021, the Rappahannock Area Community Services Board (RACSB) will begin assessing updated fees for Home & Community-Based Services (HCBS).  This change is a result of the decision by the Department of Medical Assistance Services (DMAS) to apply a 12.5% increase to the charge rate for these services.  As a result of the decision by DMAS, and in accordance with policies, the RACSB must increase our fees for these services.  We are requesting that this letter and the affected fee rates are posted in all impacted cost centers at RACSB locations.

We are required to charge the same base rate of fees for services to all consumers regardless of payment source, please be advised that the Rappahannock Community Services Board utilizes an “Ability to Pay Scale.”  Actual fees for services are determined by household income; therefore, charges are based on your assessed ability to pay based on your annual financial assessment.

As customary, Rappahannock Community Services Board will bill third party payers as applicable.  Each client receives services related to their individual service plan at the rate based upon either their insurance coverage or on their assessed ability to pay.  Should you have questions regarding this notification, please contact your counselor, case-manager, or a finance staff member.  Individuals will be contacted separately if their self-pay amount is impacted by this change.

We appreciate your understanding as we implement these changes and look forward to continuing to serve you.

Thank you.
